Information Regarding the Student Amnesty under Law No. 7592
Students who were expelled from our University under the provisions of the relevant article prior to 9 August 2026, the date on which the Act comes into force, may apply to our University within four months of the Act coming into force (by 10 December 2026) and fulfil their other obligations, may resume their studies in the 2026–2027 academic year; further details regarding the implementation process will be announced following the publication of the procedures and principles to be determined by the Higher Education Council concerning the application of the Act.
Under Transitional Article 85, added to the Higher Education Act No. 2547 by Law No. 7592 on Amendments to the Higher Education Act and Certain Other Laws, published in the Official Gazette dated 9 August 2026 and numbered 33335, students meeting certain conditions have been granted the right to resume their studies.
“TRANSITIONAL ARTICLE 85 – Students enrolled in preparatory classes and all other year groups at higher education institutions, including those undertaking foundation programmes, associate degree programmes, bachelor’s degree completion programmes, bachelor’s degree programmes and postgraduate programmes; including those whose enrolment has been terminated at their own request,”
terrorism offences and offences of intentional homicide (Articles 81, 82 and 83), the offence of torture (Articles 94 and 95), the offence of ill-treatment (Article 96), sexual assault (Article 102), sexual exploitation of children (Article 103), and the manufacture and trafficking of narcotic or psychotropic substances (Article 188), as well as those whose registration has been revoked due to the use of forged documents and those who submitted forged documents during registration, except for those whose registration has been revoked due to the offences set out in Article 71 of Law No. 5846, or due to membership, affiliation or association with, or links to, terrorist organisations or structures, formations or groups deemed by the National Security Council to be engaged in activities against the national security of the State,
Those whose enrolment has been terminated for any reason, and those who, having gained the right to enrol by being accepted onto a programme, have not enrolled, may commence their studies in the 2026–2027 academic -academic year in accordance with the principles set out in Article 44 of this Act.
The deferment of military service for those resuming their studies under the first paragraph shall be carried out in accordance with the procedures and principles set out in Article 20 of Law No. 7179. Those who are performing military service on the date this Article comes into force shall be entitled to the rights specified in this Article provided they apply to the relevant higher education institution within two months of their discharge.
Right to Transfer:
Students who have enrolled at the higher education institution from which they withdrew under the provisions of this article, and whose ÖSYS/YKS score meets the minimum entry requirement for the same or a different degree programme as of the year of entry, may apply for a lateral transfer to one of these programmes. Within this framework, the number of students to be admitted via lateral transfer from a different degree programme shall be determined by taking into account the number of students currently enrolled in the relevant programme and the university’s physical capacity. The relevant procedures and principles shall be determined by the senates of the higher education institutions.
Those who benefit from the provisions of this article and acquire student status at a higher education institution may, upon application, transfer laterally to equivalent open-learning programmes at associate degree or bachelor’s degree level at Anadolu University, Ankara University, Atatürk University and Istanbul University. The Higher Education Council is authorised to determine the procedures and principles governing the implementation of this article.”
